Two Canadian offices claim Delaware, and both say so on their own page on the Government of Canada website. The Embassy in Washington lists it in its consular district. So does the Consulate General in New York.
This is not an out-of-date directory copying an old list. It is two official pages from the same department disagreeing, and there is no public tie-breaker.
In practice either will deal with you. New York is closer to Wilmington and Washington is closer to Dover, so distance is as good a reason as any to pick one.
