The Philippines keeps seven offices in Canada: an embassy in Ottawa, consulates general in Toronto, Vancouver and Calgary, and honorary consulates in Winnipeg, Halifax and Regina. Only the first four issue passports, and each one holds a fixed set of provinces.

The three honorary consulates

Winnipeg, Halifax and Regina assist locally and answer questions. They do not issue passports, take the dual citizenship oath or process visas; each page says which career post does.

What most people are actually looking for

The two most searched Philippine documents in Canada are the NBI clearance and the PSA birth certificate. Neither is issued by a consulate: both come from Manila and are ordered from Canada online.
